ANALYTICAL REVIEW

Tiivistelmä:In most industrialized countries, life expectancy for individuals who reach old age is rising. In Germany, for example, Gartner (1995) finds that life expectancy for men at age 60 increased from 16.46 years in 1980 to 17.99 years in 1991. For women with the same age, life expectancy rose from 20.75 to 22.42 years. Similar increases can be found in other industrialized countries. The aim of this paper is to take a closer look at this issue and to examine in detail how changes in the retirement age can be used to undo the intergenerational redistribution caused by an increase in life expectancy. The paper uses the implicit taxes of a member of a generation as a measure for intergenerational redistribution due to the participation in the PAYG system.
