| Tiivistelmä: | Problems facing China's public finance are: on one hand, competitions are to be encouraged, on the other hand, the contradiction will arise that there is both expansion and waste in public finance. The solution lies in the collection of State's taxes by the central government, rather than by local ones. At the same time, standards would be made explicit by which tremendous miscellaneous receipts are disposed. |
