| Tiivistelmä: | Although China carried out comprehensively a system whereby tax revenues are shared by central and local authorities, the standardized transfer payment system has not been really established. Instead, a system of giving back tax revenue is employed temporarily. Since it has a large gap compared with the scientific, standardized, systematic, strict and flexible transfer payment system, it has difficulties in playing its role of financial adjustment. So establishing a set of more perfect transfer payment systems is an urgent thing to do. |
