| Tiivistelmä: | This paper examines some aspects of the role of the public sector in the Indian economy in the context of a reappraisal of the development strategy adopted until 1990-1991. It finds that the budgetary dissavings and poor savings performance of the public kept public sector savings small. Tax incentives also failed to raise total private savings. Heavy investments by the public sector thus required extensive resource mobilization through taxation and borrowing. Taxes raised a large and increasing amount of resources, but at the cost of substantial inefficiencies. |
