| Tiivistelmä: | The local protectionism is the centralized manifest of merging government administration with enterprises management in the aspect of finance, under the conditions that the government's function and the enterprises' operational mechanism can not be shifted in time and in the course of market-oriented reform. It is also the external expression of the regional contradictions arising from the unfair local distribution of fiscal funds. Today when the socialist market system is established, the key points of the reform of the current economic system are to practise modern enterprise system , shift the government's function and narrow the gap between regions. |
