| Tiivistelmä: | The scale of China's inter-government transfer payment should develop in the following three steps: 1. practicing transfer payment by using the increased income of the governments at every level , 2. enlarging the scale of the increased income of the governments at every level and then using a part of their reserved funds for transfer payment, 3. standardizing duties and responsibilities, reorganizing the structure of financial strength and determining the scale of transfer payment suiting the operation of mature mechanism. Starting from pluralism, the transfer payment will develop gradually toward integration. |
