| Tiivistelmä: | Scattered across Russia is an "archipelago" of cities whose existence until recently was not even indicated on maps. These are the ZATO (zakrytye administrativno-territorial'nye obrazovaniya) or closed cities. Existing mainly outside the regional budget, these cities are financed directly by the federal budget although they use services provided by the regional budget. What are the budgets of such cities like? How are these cities faring, given their dependence on the federal budget? |
