| Tiivistelmä: | A new state-owned assets management mode of "being owned by the state, the government's level-by-level management and enterprises' independent business" has been initially established. The key points in strengthening the management of state-owned assets are to make clear property rights relationship and do well in the positioning of the connotation and extension of state-owned assets, the subject and owner of property rights and managers. Moreover, we have to establish the operational mechanism of state-owned assets, which meets the requirement for socialist market economy and unifies responsibilities rights and interests organically. At the same time, we should also establish and improve assets-appraising system and property right trading market system, and perfect the related laws and regulations according to the demand of market economy. |
