| Tiivistelmä: | Public finance is a new subject which has split from economics and has gained its independence. In order to promote the construction of modern public finance into a new developing phase, it is absolutely necessary to fully understand that public finance is a comprehensive subject which covers many other subjects. It is also absolutely necessary to adjust to the development of socialist market economy and the transformation of governmental functions, widen the researching field of public finance properly, keep a foothold on the organic unification of economics, politics, sociology and finance management, make use of fiscal policies and means such as budget and tax, adjust the allocation of resources and distribution of social income, stimulate the prosperity of the nation, stability of the society and the sustainable development of national economy. |
