| Tiivistelmä: | To realize the goal of revitalizing China's public finance, we have to get a profound understanding of the essence of revitalizing our nation's public finance and correctly judge the current condition of the capability of our public finance. The essay claims that the essence of revitalizing public finance is to vitalize the nation and its government. The decline of the capability of public finance results in the fact that financial expenditures fail to satisfy ordinary demands from governmental functions. It is the government's greatest negligence of its duty of government fails to provide sufficient public goods. The centralization of financial resources is embodied not only in incremental quantity, but also in the adjustment of stock quantity. The dispersal of economic rights lies behind the dispersal of financial resources. |
