| Tiivistelmä: | The most important task of revitalizing finance is to increase the fiscal revenue, raising the "two proportions". At present emphasis should be placed on perfecting tax system, strengthening tax collection and management and setting up authoritative tax laws. In terms of strengthening fiscal expenditure and management we should establish perfect fiscal expenditure regulations, readjust the expenditure scope and management pattern. In terms of perfecting the financial function and remolding the leading position of finance in boosting economy we should readjust the resources allocation target, strengthen macro-control, act according to the financial capacity, perfect financial operational mechanism and rigorously enforce fiscal laws and regulations. |
