| Tiivistelmä: | In 1998 the policy of "expanding expenditure to promote economy" was carried out and produced "positive, prompt and effective" effects on the enlivening of economy. The policy measures in 1999: to alleviate conscientiously the enterprise non-tax payments, to properly increase the rate of export rebates for some of the industries supported by the government, to implement investment credit for the high and new-tech enterprises as well as the existing enterprises which are conducting technical innovation, to provide fiscal discount interest, financial guarantee and proper tax support for the high and new-tech enterprises, to initiate resident housing market, further the educational reform, to properly expand the investment of fiscal revenue in agriculture and optimize the fiscal expenditure structure. |
