| Tiivistelmä: | First we should standardize China's financial and assets management system, clearly differentiating state-owned assets from public assets and deciding how to distinguish State-owned public enterprises from the local ones. Second, we must standardize system of fiscal revenue. We should not only increase the proportion of taxation to the fiscal revenue but also make better use of the debt income. Third we must standardize financial credit system: the issue of national debt must be market-oriented; financing through national debt must cycle separately; a special organization should be set up to be fully responsible for the use of financial credit fund. |
