| Tiivistelmä: | This paper is prompted by the need to generate information and ideas for discussion on services trade via the movement of natural persons. The author provides an overview of the significance of services trade through this mode of supply and the difficulties in measuring such trade. Then the author summarises the main constraints to trade via movement of natural persons and assesses the extent of liberalisation that has occurred in mode 4 under the first round of GATS negotiations. Based on this analysis, the author suggests ways to promote further liberalisation in mode 4, by improving the structure of commitments and by introducing and strengthening GATS disciplines in this regard. The paper concludes by highlighting domestic reforms and measures that would be required to support such liberalisation under the GATS framework. |
