| Tiivistelmä: | The different interpretation of the concept of financing by private capital is investigated. It is stated that the transition from public to private financing is indistinct. The different alternatives to the traditional municipal credits are investigated. It is concluded that financing public investments by private capitals has several advantages compared to the traditional way of financing: it is a flexible method, it makes possible optimal project management and, first of all, it makes possible competition. Macroeconomically its result is a shift of risk from the public budget to private investors. |
