| Tiivistelmä: | First, we should conduct reform in education to adapt to the requirement of the new era. The new "qualification education" should replace the traditional exam-dominated education as soon as possible. A batch of high-quality personnel with ability of innovation, which can be also used in the forward position of scientific research, and economic and social practice, must be trained. Second, we should establish the systems for knowledge and technology innovation. At present the Chinese Academy of Sciences has raised its basic ideas for building a national innovation system. Third, we should do well in the development of high and new-tech industrial development zones, which should be run jointly by universities, scientific research circles and enterprises with the government taking the lead. |
