| Tiivistelmä: | The restricting factors are mainly the following: (1) the results of scientific research is immature and unpractical; (2) technological power of enterprises is weak; (3) the enterprises are short of capital to transform the results of scientific research; (4) serving system of technology market is imperfect, the related regulations and laws are not complete; (5) intermediary institution of technology is weak. The countermeasures proposed by the author are: (1) deepen the system reform of science and technology and improve management system of scientific research; (2) enlarge the investment proportion of utilizing the research with exploiting nature; (3) strengthen enterprises' exploiting power of technology; (4) establish risk investment fund; (5) cultivate intermediary institutions for transforming research results and improve related laws. |
