Tiivistelmä:The evolution of the sugar policy of the United States in the 1980s and its effects on the country's trade and international relations are discussed. The economics of international trade in sugar are briefly described. Then, the major policy dilemmas engendered by the sugar programme and its operation and effects are analyzed. In allocating the sugar quotas, the principal aim has been consistency with the General Agreement on Tariffs and Trade, which states that quantitative restrictions should be applied in a non-discriminatory way. The effects appear to be negative in virtually all respects and lend urgency to the need for liberalization of the quotas.
