Tiivistelmä:In the study it is asked whether predatory behaviour by corrupt politicians distorts the composition of government expenditure. Corruption is found to reduce government spending on education in a cross section of countries. A possible interpretation of the observed correlation btw. corruption and government expenditure composition is that corrupt governments find it easier to collect bribes on some expenditure items than on others. Education stands out as particularly unattractive target for rent-seekers, presumably in large part because its provision typically does not require high-technology inputs to be provided by oligopolistic suppliers.
