| Tiivistelmä: | The scientific choice of target in the catching up should be the economic target, the scientific target, and the social target. With the three targets combined into a system, we should make an overall and comprehensive evaluation of them. The key problem in the overall evaluation is how to put these different targets together eventually. We should arrange the different targets in order of importance, and give them a different weight. |
