| Tiivistelmä: | Great scale and comprehensive development zones have appeared in China rapidly. Science and technology development zones are springing up vigorously. Development zones and special economic zones have formed pillars of overseas oriented economy of China in 1990s. The problems are that foreign capital are introduced without selection in some regions and the strategy plans are blind. Most of the introduced projects are industry projects and few of them tertiary industry ones. Preferential policies are not standard effective operational system which conforms to international norm has not been formed. |
