So, we need to solve the problems on how to seek the general equivalence of wage level between the workers in government institutions and workers in enterprises, and how to make the balanced wage level between the two with the wage increase in the latter. To work out the solution to the above problems, we need to set up the classified managing system based on the principle of unification and invigoration. |
