| Tiivistelmä: | In the article the author discusses the most important tasks to be performed to solve the global problems of establishing the central administrative system and he believes that there is but little space for political intuition (voluntaryism).This is a rather demanding profesional work which need immediate attention.There is no reason to delay it as the methodologies are known and only some good will and some means need to be collected and we would have a solid ground for decisions which seem extremely difficult today.Aftwer solving global problems we could undertake, with a similar approach, numerous further problems of establishing central administrative system.This, however, would be tasks which could be performed by a special unit for organization, methods and techniques in the administration of the State with educational help of the administrative academy. |
