Tiivistelmä:There are two basic alternatives: a) Regional integration in some other integration group, and b) Global integration or unilateral trade Iiberalization with all countries.The first option, regional integration in some other regional integration group(s) is substantially a postponed EU alternative in terms of its implications.In addition, country does not acquire any gains (which EU option offers as financial, participation in decision making and security umbrella).Unilateral nondiscriminatory liberalization of trade with all countries as a first best textbook alternative is economically, and in the long term a better alternative to EU accession.However, it does not resolve two sets of problems Slovene public opinion has on joining the EU.This alternative implies even more liberalization than it is necessary for the accession to the EU scenario on top of almost all adaptations which accession to the EU would entail.Unilateral liberalization does not also help overcoming the problem of ownership of the land since non-discrimination is basically the world wide principle in this area.Major benefits of accession are not additional export creation (trade creation) which has already taken place in the past, in view of high Iiberalization of Slovenia's export to the EU.Costs of trade diversion could on the other hand be substantial as a conseguence of the elimination of Slovene's tariffs on goods from the EU.The most important benefits are dynamic ones, productivity gains, economies of size and scope, increased competition and technological modernization which are unfortunately almost impossible to measure.EU accession seems therefore the only viable and benefit/costs-wise appropriate alternative.It does not mean , however; that integration into EU should be a substitute for global integration.
