Tiivistelmä:This paper explores a number of ways in which improvements might be made to private income as a measure of well-being. Moving from income to "quality of life" measures does not necessarily strengthen the pessimist case in the standard of living debate despite recent pessimistic inferences. Comparisons with mid-nineteenth-century Europe highlight disappointing mortality conditions in Britain at the end of the industrial revolution. In the mid-nineteenth century the correlation between real GDP per person and measures of the quality of life seems to be weaker than for recent times. The quality of life approach indicates that there was an important potential role for public spending in mid-19th century Britain to enhance capabilities by improving public health.
