Tiivistelmä:Despite a significant lowering of trade policy barriers and of the anti-export bias caused by these barriers in many African economies over the last decade, there has at best only been a modest export supply response. But trade policy is only one source of protection and of export 'taxation'. Indeed it may not be the dominant barrier to trade, especially in an African context. 'Natural' barriers to trade associated with unavoidable features of geographical location are experienced by remote and landlocked economies or by countries with uncompetitive and inefficient international transport and financial services may be a major source of export 'taxation'. The remaining anti-export bias associated with these non-trade policy barriers may be an important factor, therefore, in the limited African export supply response.
