| Tiivistelmä: | At present, insufficiency of total volume of educational investment and misplacement of allocation, imbalance of the relations between personal educational investment cost and benefit, exploitation of labor power lacking peering ahead are the important factors restrain the increase of the quality of Chinese man power. Low development level of labor market, professional monopolization in one sector and lagging of the reform of the system of personnel placement in state-owned sectors hinder the rational allocation of Chinese labor resources. So China must conduct a series of relevant system innovation, establish the allocation system encouraging people getting more education, and pluralist education investment model in order to improve the rationality of exploitation and allocation of Chinese man power resources. |
