| Tiivistelmä: | The political backdrop to Agenda 2000, the shorthand label describing reform of the EU's major spending policies and of the financial means to fund them, did not augur well for a smooth or straightforward negotiation. Member states were struggling to meet the Maastricht convergence criteria ahead of the final decisions in May 1998 on the introduction of the euro, while confronting the implications of a number of external factors in drawing up a new seven-year financial framework for the Union. |
