| Tiivistelmä: | The authors evaluate the voluntary export restraints (VER) that was initially placed on exports of automobiles from Japan in 1981. The authors evaluate the impact this policy had on U.S. consumer welfare, firm profits, and forgone tariff revenue from its initiation through 1990. The authors also estimate the potential impact this policy might have had on U.S. government revenue had the policy been implemented differently. The authors provide the first complete evaluation of a strategic trade policy. |
