| Tiivistelmä: | This article challenges the consensus view on the deterioration of European labour market outcomes relative to the USA. When looking at employment to population ratios rather than unemployment rates, it is found that the deterioration begins in the mid 1990s. Evidence is also presented to suggest that the key to understanding why Europe has not developed a market service sector similar to the USA. |
