| Tiivistelmä: | Private and community management often cannot provide that non-market values associated with free-ranging populations of large predators and other mammals in a natural ecosystem. This paper proposes as international civil service including these components: 1) objective rating criteria, 2) additional points for developing country citizenship and/or place of birth, 3) salaries comparable to similar professional positions in North American and European countries, 4) higher fees for foreign visitors, 5) local and regional scholarships for primary, secondar and tertiary education, 6) financial support to host governments and 7) international promotion of ecotourism in developing countries. |
