| Tiivistelmä: | In view of the fact that China has rural surplus labourers of 0.13 billion, we should divert them through many channels and combine rural industrialization with urbanization in a bid to transfer many rural surplus labourers mainly to small cities and towns. But the premise of making possible the development of small cities and towns is as follows: allowing the free flow of labour force between urban and rural areas and accelerating thorough reform of the house- hold register system which is stamped with the brand of social stratum. The model of development of small cities and towns should stress production with the industrial division of work on the basis of concentrated development of township enterprises as the symbol, circulation with the distribution of goods and rapid information transmission as the core and economic life as the main content. |
