| Tiivistelmä: | This paper takes Nantong city as an example. In 1998, the city was able to provide 2000 job opportunities, but there was a newly increased labour force of 15,000, 69782 laid-off workers and 10429 jobless people, which posed greate pressure for employment and re-employment. To solve this problem, this paper thinks that: we should conduct effective macro regulation and control over labour force, establish the system of workers being laid off-declaring for the record, improve social security system and conduct classification management of laid-off workers. Under the market economy, employment and re-employment must be completed on labour market through two-way option. At the same time, professional education and training must be strengthened to enhance labour force's ability to compete on labour market. |
