| Tiivistelmä: | This paper explores the following issues concerning establishing and developing enterprise groups: 1. The key to success in establishing enterprise groups lies in economy of scale and centralization of management. 2.Attention should be paid to both local economic effect and social overall effect when enterprise groups are established, and the enterprises doing the internationalized business should be encouraged to form groups while the general enterprises be protected and monopoly opposed. 3.The government should adopt the moderately intervening policy but doesn't undertake the whole thing. At last, this paper points out that no matter what kind of organizational form is taken, a clear and operable individual economic responsibility system be established. |
