| Tiivistelmä: | The household contract responsibility system originally was farmers' choice of their own free will. Why are the attitudes of farmers so negative and even some antagonists? The crux is that under some uncertain circumstances, prospects of the land system are not so bright and clear. Moreover, since benefits from grain planting are not good, farmers are unwilling to increase investment. Meanwhile, due to the price limitation of grain on the international market, government is unable to implement price subsidy. All these factors exert an negative impact on farmers' initiative to plant grain. Defining property rights and making the use of land a long-term system will definitely stimulate farmers greatly. In the course of establishing laws on lard system, consideration must be given to both efficiency and justice. |
