| Tiivistelmä: | In China, the talk on stabilizing land use right does not refer to private land use, but land use right of household operation under the public ownership. Currently most rural second and third industries are feeble. Almost all social burden falls on the farmland. And the status of agriculture revenue in one major factor which affects farmers' anticipation in operating land. Because of the vague prospect to the land system, farmers are reluctant to do farm work. But they have to do. Therefore, short-term behaviors emerge, with some crude cultivation. Then it is necessary to make long-term land use right as a law. |
