| Tiivistelmä: | Grey land market was the consequence of unbalanced arrangement during the transition from planned system to market system. Due to the confusion of property rights and the loss of national profits, such arrangement failed to provide the country with maximum profit. The reasons of generating obstacle against pioneering resided in the government's bureaucrat organ executing functions of the state as agent and the deviation of national effectiveness function. By analyzing on a game model of imperfectly cooperative information trends through game theory, the author's view is that, any effective system arrangement should first meet following principles: (1)clear relation between ownership and management. (2)higher efficiency of resources allocation. (Pareto Amelioration) |
