| Tiivistelmä: | The main problem in the field of investments in the country is confusion of administration with management of enterprises. The government exerts two authorities simultaneously. It exerts administrative power over the society and performs the function of economic management. On the other hand,it acts as the owner of the State-owned assets and performs the functions of the manager and investor of the assets. The target of reforming the investing system is: separating administration from management of enterprises; splitting up the system into different economic functions concerning investment; changing the functions of the government and reforming its institutions; forming investors of State-owned capital. |
