| Tiivistelmä: | The problems which must be solved in order to set up the system of modern enterprises are outlined. 1. The ownership right must be separated from the property right of enterprise legal person to make the enterprise the entity of the independent market. 2. The liability system should be set up to change the debt relation between the state and the enterprise. 3. The function of property-owner should be secured to form the dynamics and risk-controlling system. 4. The mechanism of assets mobility for the state-owned enterprises should be set up and the channel for fund-raising be widened. 5. The management structure of the enterprise legal person should be set up to form the scientific and rational system of the enterprise leadership and organization. |
