| Tiivistelmä: | Although 1993 was to be a transitional year in term of institutional arrangements, with the Common Foreign and Security Policy (CFSP) formally replacing European Political Cooperation (EPC) on 1 November when the Treaty on European Union (TEU) came into effect, there was a predictable continuity of problems to be faced. Of these by far the greatest challenge was posed by events in the former Yugoslavia. The European Union's response to these events is dealt with in some detail in the keynote article. |
