| Tiivistelmä: | Market economy requires economic order, however, the market itself is unable to make market transaction and competition formulate and observe the regulations of fair deal and competition. The third force (mainly morality and non-profit-making non-governmental organization) is somewhat effective in this regard with its own limitation. For this reason, it is the government who undertakes the responsibility to formulate and maintain the economic order of fair deal and competition. The government acts not as the supplementary force but the leading force of the market. The government is expected to be honest, fair and highly effective to formulate explicit and operating regulations ensuring fair deal and competition. |
