| Tiivistelmä: | Since 1982. China's offshore oil industry has found a way of high-speed and high-efficient development. But it is also facing the problems of replacing reserves raising fund for self-management, overseas development and management system. In view of the above, the author raises the following suggestions: 1. making clear resporsibilities. The offshore oil corporation and its branches should be transformed according to modern enterprise system so as to make enterprises have full autonomy in management and assume their own profits and losses. 2. granting power. It should be allowed to establish financial companies, issue bonds, list overseas, and enterprises be allowed to import raw oil. 3. conducting foreign debt balance management. 4. allowing enterprises to keep profits for developing new projects. |
