Tiivistelmä:American international oil policy has basically proved to be a product of a careful balance between national concerns for security and domestic economic concerns defined by an array of indigeneous interest groups. The pattern of policy developed in the twentieth century is identified. It is possible to sketch scenarios for possible future policy, based on an analysis of the past. A possible worst case would be a continued domestic stalemate with no internal adaptations and increased import dependence, followed by international positioning in the face of increased power of the Organization of Petroleum Exporting Countries and a resulting activism which would imply increased instabilities in the international oil market.
