Tiivistelmä: | This paper focuses on the situation of small and medium-sized public universities not having a commercial tradition, nor a well established technology transfer or business innovation unit. The paper suggests that the universities establish or reorganize the traditional information and project units to be liaison offices confined, however, to the tasks of information activities, and to identification of new technologies and entrepreneurs among the scientists. The paper also suggests that the liaison offices establish a network of cooperation partners being able to handle evaluation of technology, business planning licensing, financing etc. All such cooperation should be settled by agreements. Also public incentive schemes should be available in order to motivate scientists to industrial exploitation of research results. |
