| Tiivistelmä: | The continuing changes in eastern Europe will bring about new political, economic and educational structures. Not only is the East changing very fast, but so is the West and the situation in the rest of the world as a whole. This article opens with a description of the major European action programmes. Furthermore, reflections will be given on reform in eastern European higher education and the role of training and consultancy. The article ends with a number of concluding remarks on critical factors to ensure successful reforms. |
