| Tiivistelmä: | Finnish administration is moving to regulation and management by results. It has begun to develop steering systems, and decentralization of decision making together with evaluation and negotiation in higher education. The article notes the risk that the recession will force the central authorities to continue to intervene within the universities and that centralisation will reassert itself before the new self-regulatory mechanisms are set in place. |
