| Tiivistelmä: | This paper presents a summary of findings of a report commissioned by the Ministry of Education of Finland about how vouchers could be applied in higher education. Because costs vary greatly depending on the field of study, voucher is defined in terms of time rather than in monetary terms. Every citizen could be given for example 70 vouchers for his entire life time, each equivalent to one month's study. Five different models were chosen for closer analysis and comments have been received from finnish universities and other institutions. |
