| Tiivistelmä: | The article starts with a review of the funding mechanisms for both teaching and research operating in various systems of higher education in Europe. Particular attention will be paid to the use of formula funding systems, and to the increasing use of such systems. Different methods of arranging foe funds according to normative rules will be examined, in order to demonstrate how funding regulations produce policy drives in specific directions, both intended and unintended. The article then goes on to examine some of the ways in which institutions can respond to the financial and planning environment in which they find themselves. |
