| Tiivistelmä: | Many of the studies on government higher education institutions conclude that the present balance of power should be shifted in favour of the higher education institutions. In this article the search for alternative (state) government higher education relations is addressed from a different perspective by cross-examining two questions. The first question is: What are the necessary limitations of full institutional autonomy? Five basic grounds for limitation are identified. The second question is: What alternative methods of limiting institutional autonomy are there, apart from (state) governmental policy direction and regulation? |
