| Tiivistelmä: | A critical aspect of the higher education reform movement in Central and Eastern Europe is the maintenance of a balance between greater institutional autonomy and public accountability. This is particularly evident in the area of financial management and gives rise to interesting comparisons with experience from United Kingdom universities where the search for greater efficiency and effectiveness in the management of increasingly scarce resources has led to enhanced devolution of budgetary responsibility. |
